When Were Menthol Cigarettes Banned in Canada?

The ban arrived in stages, province first and Ottawa second:

2015	Nova Scotia becomes the first jurisdiction in the world to ban menthol in tobacco products.
2016–2017	Alberta, New Brunswick, Ontario, Quebec and others follow with their own provincial bans.
Autumn 2017	The federal ban takes effect, adding menthol to the list of prohibited additives in cigarettes, most cigars and blunt wraps nationwide.

By the end of 2017 menthol cigarettes had disappeared from every regulated shelf in the country. That is still the situation today — there is no pending repeal, and nothing about the rules has loosened since.

Why Were They Banned?

The argument that carried the day was about how menthol changes the experience of smoking rather than about menthol itself being more toxic.

Menthol produces a cooling sensation and has a mild local anaesthetic effect on the throat. In practice that masks the harshness of tobacco smoke. Health organisations argued that this makes the first cigarette easier to tolerate, which makes starting easier — and that menthol smokers, having started on something smoother, then found it harder to quit. Canadian survey data at the time showed menthol use skewing noticeably younger than non-menthol use, and that age gap is what regulators acted on.

Whether you find that reasoning persuasive is a separate question from what the law says. The law says menthol is out at regulated retail.

So Why Are Menthols Still Sold on Six Nations Territory?

Because the ban follows the jurisdiction, not the product.

Federal and provincial tobacco regulation governs federally and provincially regulated commerce. Sales that happen on First Nations territory, by a First Nations retailer, under that nation's own authority sit outside that framework. It is the same jurisdictional reality behind the price difference people already know about — no provincial tobacco tax applies to an on-territory sale — applied to a different rule.
